Dr. Murray is active in the American Correctional Association (ACA) as a sitting commissioner for healthcare, and a longtime member the National Commission on Correctional Healthcare (NCCHC). Dr. Murray is also a nationally sought-after correctional healthcare consulting expert, currently working with Attorney General’s Offices in California, Illinois and Arizona.

Dr. Stephen Boone, MD

Associate

Dr. Boone is double board certified in both Internal and Emergency Medicine.  He completed his residency training at Christiana Care Health System in Newark, Delaware. Stephen also has an undergraduate degree in Finance from the University of Texas at Austin. Dr. Boone currently works as an Assistant Professor of Emergency and Internal Medicine at the Baylor College of Medicine in Houston, Texas. 

Over the past several years, Dr. Boone has conducted numerous in-depth clinical chart reviews for our team. His strong knowledge base in Emergency Medicine and his understanding of correctional care gives him a unique perspective on modern clinical practices in the correctional setting.

Dr. Olugbenga Ojo, MD, MBA

FACP Associate

Dr. Olugbenga Ojo is an Associate Professor of Medicine in the Department of Internal Medicine and the Chief Medical Officer / Chief Physician Executive for the Texas Department of Criminal Justice (TDCJ) Hospital at the University of Texas Medical Branch in Galveston, TX. He received his Doctorate of Medicine Degree (MD) from the College of Medicine University of Lagos Nigeria; Postgraduate training in Obstetrics and Gynecology Residency at the William Harvey Hospital in Ashford Kent, England, and Internal Medicine Residency at the Cook County Hospital in Chicago, Illinois.

He received his Master of Business Administration (MBA) from University of Texas at Tyler. Dr. Ojo has received several nominations for the University of Texas Medical Branch Department of Internal Medicine Excellence in teaching award. In 2005, he received the Inaugural John P. McGovern Award from the UTMB McGovern Academy of Oslerian Medicine, for modeling the ideals of compassionate, scientifically sound, patient-driven care exemplified by Sir William Osler.

John Pulvino,

Mr. Pulvino is both a practicing PA and a correctional healthcare quality / research expert. John is currently assigned as the Senior Director for Quality, Research and Risk Management for UTMB CMC. Furthermore, John has been with our team for many years and participated in numerous correctional healthcare consulting projects including; the State of Vermont, our review of CDCR’s Pelican Bay Prison, and the review of CDCR’s Mental Health staffing program. John has also published 9 articles on correctional healthcare.

Erin Freeman, PA

Mrs. Freeman is relatively new to our team, with only 2 years’ experience working with J Allen- Correctional Healthcare Management. Her work as a PA within the Texas prison system has given her a strong foundation for appropriate medical and mental health practices in the correctional setting.  Erin has participated in several clinical chart review audits for the state of California and conducted onsite assessments of direct care delivery systems.

Dr. Joseph Penn

Senior Associate

Dr. Penn is a Clinical Professor, Department of Psychiatry, at UTMB-CMC. He has over 20 years of correctional health care experience. Dr. Penn received his medical degree from UTMB. He completed a residency and chief residency in psychiatry, and a fellowship in child and adolescent psychiatry, in the Department of Psychiatry from Brown University. He completed an additional fellowship in forensic psychiatry at Yale University.  

Bilingual and bicultural, Penn is triple board certified in general, child and adolescent, and forensic psychiatry. He serves as the board liaison from the American Academy of Psychiatry and the Law (AAPL) to the National Commission on Correctional Health Care (NCCHC). He is Past Chair, Council of Children, Adolescents and Their Families, American Psychiatric Association (APA). Dr. Penn is also the President of the Texas Society of Psychiatry Physicians (TSPP).

Dr. Penn has served as a consultant regarding correctional and non-correctional mental health care delivery and standards of care. He has published and presented on correctional health care, and numerous law and psychiatry issues, including seclusion and restraint, restrictive housing, psychotropic medications, telemedicine and telepsychiatry, transgender and gender dysphoria, access to mental health care in correctional settings, suicide prevention, violence risk assessment and prediction of future violence. In 2005 he was named to Best Doctors in America.

Mrs. Campbell is also a newer member of our team. She has performed mental health staffing analysis; on the CDCR Mental Health staffing and operational review project and provided external clinical reviews of mental health services at the Brazoria County Jail in Texas. She currently works as a Senior Mental Health Manager within the UTMB – CMC system.

John Allen,

Mr. Allen served as the Chief Operating Officer for the University of Texas Medical Branch’s (UTMB) Correctonal Managed Care program from 2000-2008. John left the University system in 2008 to pursue a senior consulting position with Public Consulting Group (PCG) in Boston. J Allen and Associates was established in November of 2010 as both a direct care provider and correctional consulting enterprise. Today, J Allen and Associates- CHM provides direct patient care to county jails in Texas, correctional network management to the Federal Bureau of Prisons and correctional medical / mental health consulting services to state prison systems and county jails. 

Prior to his correctional healthcare career, Mr. Allen served as a Lieutenant Commander in the United State Navy.

Kelly Coates,

Kelly Coates started his career in correctional healthcare in 2008 as the Director of Performance Improvement for UTMB-CMC. He quickly assumed other operational roles as the Director and Associate Vice President of Support Services, where he had responsibility for such diverse statewide outpatient specialty clinics and services to include Optometry, Physical Rehabilitation, Radiology and Mammography, Emergency Medical Services, Dietary services, and Health Information Management. He is currently an Associate Vice President of Operations for the Northern Geographic Service area responsible for administration, operations, and nursing services for 40 outpatient clinics spread across the northern half of the state of Texas. Additionally, Mr. Coates has spearheaded a robust Lean Six Sigma (LSS) program within UTMB-CMC, training over 250 unit-based managers in how to leverage LSS concepts to improve operational elements of the correctional healthcare domain. Mr. Coates obtained his undergraduate degree and his master’s degree in Business Administration from the University of Texas at Austin.

Anthony Williams, MBA

Mr. Williams has a long tenure in correctional healthcare; over 25 years. He has worked for both the Texas Department of Criminal Justice and the University of Texas Medical Branch. Mr. Williams has serviced in various positions throughout his career including statewide Director of Medical Records, Regional Operational Manager and Associate VP for Inpatient Operations. Mr. Williams’ background and vast knowledge of information management, medico-legal documentation issues, and electronic health record systems makes him an extremely valuable member of our team.

Mr. Williams received both his BBA and MBA from San Houston State University in 1996 and 2001 respectively.

Justin Wiggins,

Mr. Wiggins received his Masters of Science in Management and Administration in 2005 from the University of Texas in Dallas. Justin began his healthcare career work for multiple radiology providers. Ultimately, he started in correctional healthcare career in 2006 as the Director of the UTMB CMC patient transportation Center. In this role Justin was tasked with the daily coordination of hundreds of inmate patients across the state, moving to and from an array of sub-specialty clinic appointments. Mr. Wiggins is currently assigned as the Medical Administrator at the Brazoria County Jail. In this capacity his is responsible for the delivery of onsite medical and mental health services to 850 county jail inmates.

Gary Eubank, RN

Senior Associate

Mr. Eubank has extensive experience is both the correctional setting as well as secondary and tertiary levels of care. From 1990 through 2005 Gary served the Chief Nursing Executive with four major hospital systems throughout the county. Mr. Eubank began his correctional nursing career in 2005, when he was selected as the Senior Nursing Executive for the Southern Division of the UTMB-CMC system. In this role Gary managed the outpatient nursing activities for 70 state prison facilities. After working with the UTMB system for 5 years, Gary was promoted to the Chief Nursing Officer positions for the UTMB-CMC system.

Mr. Eubank earned his undergraduate degree in nursing from the University of Oklahoma and received the Johnson and Johnson Fellowship in healthcare from Wharton.

Kirk Abbott, RN, MBA

Mr. Abbott is both an RN and MBA. His background in correctional nursing and his experience in clinic operations has equipped him for a wide array of consulting projects. Kirk has participated in several of our past projects including, the CDCR Pelican Bay review project as well as our ongoing work with the California AG’s office reviewing medial services within California Department of Corrections and Rehabilitation (CDCR). Additionally, Mr. Abbott has experience working within the Federal Bureau of Prisons (FBOP) healthcare systems. He served at Facility Nurse Manager within the FBOP system 5 years during his correctional healthcare career.

Mr. Brown has a master’s degree in Executive Nurse Leadership from the University of Texas Medical Branch in Galveston, Texas. He co-authored three chapters in a master’s level textbook that was named the 2017 book of the year for Nursing Finance by the American Journal of Nursing. Paul has over 23 years of correctional healthcare experience and is currently the Regional Director of Operations for UTMB- CMC as well as serving as President of the Texas Criminal Justice Association. Mr. Brown specializes in enhancing facility operations as well as nursing related quality review initiatives.

David Young, MBA

David is the former President and Chief Operating Officer of MindCare Solutions. He is one of the original founders of MindCare and was recruited by the investors to develop the business plan, original budgets, marketing plan, and model of care delivery for this new telemedicine company. He previously served as the Vice President of Telepsychiatry services for a large managed care company where he was responsible for the development of a national in-house business line to provide services internally and externally. 

Mr. Young has worked in healthcare for over 30 years in large and small organizations and he has developed several startup companies. He has been in the telemedicine field for over 13 years developing telemedicine projects in the Autism, child and adolescent behavioral care as well as the corrections and long-term care fields.
